of an accident, vehicle a big rig got into an accident. a firetruck on the scene. there's the car, wedged underneath the big rig 8 feet of that car into the driver's side. does sound like the driver was taken away from the scene, obviously injuries involved. we don't have the condition of the driver. the slow lane blocked at the seen, slow lane should be cleared in a few minutes. impact on the commute, a little lighter. no major slowing out of the altamont pass. scott, we're following this. if it does last more than half an hour, it could be a big problem for those from the east view. >> frightening accident indeed. >>> new this morning, police budgets stretched so thin, it could take more than five minutes for emergency crews to get to you when you needed help most. 's a look at the weather. let's check traffic with elizabeth. >> thanks. unfortunately we have big problems developing now in sunnyvale. we're talking about a jackknifed big rig right there approaching the lawrence expressway exit in the southbound lanes of 101. now, three lanes are blocked in the southbound direction. no reports of any injuries with this jackknifed rig or what exactly the truck was carrying but we know that traffic is just squeezing by right now partially in that left lane and the center divide. also the on-ramp, the lawrence expressway on-ramp to southbound 101 is completely blocked. 280 is the best alternate in the area. not big backups now but if this continues to be out there for a while which it sounds like it could, chp just issued a traffic alert for that stretch, they will just said that they are hoping to get lanes 30 to 40 minutes after the tow crew arrives arrives son scene. we are waiting for word for when the crew arrives and then it could be 40 minutes from then so this is going to be an issue for the start of the morning commute for sure. so 280 a good alter

trip. many on board are from northern california, tonight's big story we hear from family members of those on board. >> traumatic. >> some of his friends are missing. it's something different. details on the search. >> these photos from the mexican navy show survivors being rescued. this man is rescued on a stretcher, others get medical attention. it was supposed to be a 7 day trip but came to an end a day after. you can see the men crammed together, and some bowing their heads. this is a picture of the vessel that sank after being hit by storm. it happened sunday morning in mexico after a storm. there were 30 tourists on board. and 16 crew members. according to the website, it has been on the gulf of california since 1989. passengers say the boat was less than two miles from shore when it tipped over. a resident said i am relieved i am alive. monday the u.s. coast guard in san diego sent a helicopter like this one after the mexican navy asked for assistance. crews haven't found anybody in the water. kron 4 news. >>> the why of one man talked about the ordeal that her husband went

, this time of year, they can cost you big time as well. christie smith is live in oakland with that warning about fireworks. good morning. >> reporter: good morning to you. yeah, firefighters and police are talking about a couple of things, one is that it's going to be hot and dry this fourth of july which means higher than normal fire danger to keep in mind if you're using fireworks. around the bay area in cities and counties it's a mixed bag where you can and can't use safe and sane fireworks. we're standing at one of the fire stations where they have collection bins to get illegal fireworks off the streets. if you are caught with fireworks you can be fined up to $1,000 in the city, police and fire will be patrolling looking for people setting them off. we have youtube video of what not to do. there was someone shooting fireworks toward a b.a.r.t. train, possessing large quantities of fireworks could get you jail time, and fines of up to 5,000 to $10,000. there's also the danger factor involved with burns, even losing limbs, last year according to one consumer group about 8,600 people lan

:05, happening as we speak, a big sink hole on highway 87 in san jose. that's right along the southbound side of the highway near west virginia street. work crews are out there and so is ktvu tara moyarti but what's the very latest? >> workers workers will not continue work until engineers arrive. we had to move because it was simply too dangerous. you can see where they've blocked out one southbound lane of 87 on the left and then one lane of alma avenue on the right. the sink hole is about 30 feet wide. there's a big gap underneath the median. now caltrans discovered the problem tuesday. they came out. they poured some gravel. sort of a band aid fix. and last night they compressed the gravel and found it sank. you can see where the concrete is exposed now. there's a huge crack running up and down on that roadway. they shutdown some lanes on the freeway. we are close to west virginia street. just to give you an idea where we are on 87. crews are expected to be out here all morning repairing the sink hole. damage is pretty extensive. the highway seems to be moving up. right now let's check i

's radio's big rick stewart will be broadcasting live from the benefit. the restaurant is in mission bay at 855 terry francois street. the benefit will be outside the patio overlooking the bay. stow was beaten after a giants game in l.a. almost four months ago. >> a preliminary hearing resumes in a santa rosa courtroom this morning in the case of four bay area men charged with the fatal freeway shooting of musician dewey tucker. yesterday officer william harm told the court one of the four suspects, 19-year-old raul vega admitted to killing tucker saying he turned sideways in the seat of the stolen car, pointed the gun at tucker's car and fired. tucker was shot in the head while driving along interstate 80 back in january of 2010. the bass player was on the way to band practice. 6:07. astronauts aboard the "atlantis" are spending the morning doing trouble shooting after another one of the computers went down. on sunday the same thing happened as the shuttle linked up with the international space station. in the crash and east bay, car smashes into the back of a big rig. the accident happened after 2:00 this morning on westbound 580 at the scales in livermore. you've got to check out this video. the car ended up wedged underneath the back side of this big rig of the rig then dragged the car for several hundred yards before it stopped. medics airlifted one person to the hospital via helicopter. all lanes reopen before 5:00 this morning. >>> a new study out this morning suggests major budget cuts are causing big problems in policing some east bay cities. that's doubling response times in some cases. 8 1/2 hours of fighting the fire but now the big question is what kind of toxic problems it has created for us in the air. the plume of black smoke could be seen as far away from oakland. it was burning as many as 30,000 plastic bins. the company makes those plastic bins that are used by farmers. firefighters found it extremely hot making this fire a huge challenge for them. investigators say workers at the plant started the fire. >> we have confirmed with the business owners and employees on site that that they did have employees with working with some type of open flame device. i don't have details but probably a blowtorch or welding in that area. >> no major injuries were reported. about 120 firefighters came to help out with this when it reached the sixth alarm. they even received help from travis air force base. they finally stopped putting water on it about 9:30 last night. macro plastics has been here for 20 years and never had a fire like this. 45 workers -- 45 people work here. at this point it's grateful that everyone evacuated safely and everybody is okay. live in fai

a big clean up to do. a fire broke out at daly city's skyline elementary school on christian avenue. this happened about 11:30 last night. just look at the pictures. the portable classroom went up in flames. the damage includes the building itself, everything inside, books, chairs, audio- visual equipment. took firefighters about 15 minutes to put it out. authorities don't know what started the fire but it apparently started outside of the portable building. no word of any injuries and students by the way return to school on august 17th. >>> meantime firefighters say an overnight house fire in san francisco caused about $350,000 damage. this fire started just before 2:30 this morning at a home on melrose avenue. the flames then spread to a second house. took firefighters about 20 minutes to contain that one alarm fire. no injuries have been reported. authorities think the fire started in the living room of the first house, but the cause of the fire is still under investigation. >>> the book written by kidnap victim jaycee dugard does not go on sale for another day but it is already

below average. system kind of rotating around the big old low up in oregon is right there might produce more than just some low clouds for mendocino county and lake county. possible mostly cloudy skies later on as the tail end of that system kind of swings by. it's also not only giving low clouds but any time you get a little system coming in that enhances the drizzle. a lot of 50s out there with local drizzle and temperatures even with the overcast it's cool. and there's a no doubt about it sea breeze. boot scooting it all the way out to the sacramento valley. temperatures out there have come way down as well. that's pretty impressive system for this time of year. i mean last in june we had two of those systems that came down and visited us, gave us rain. remember rain beginning in june end of june. this time of year it's almost a miracle it makes it that far. the end result for us is a lot of low clouds and drizzle. very, very cool pattern for july. afternoon highs 50s 60s 70s i did go with one 80 that was clear lake but i almost went 79 there. and there will be 60s and 70s in between

looks good getting up to highway 18. at 5:08 let's go to steve. >> another big fog bank out there and it's giving us also some drizzle so we have to deal with that. today will be very similar to what we had over the weekend. breezy to windy at times, already gusts to 30. about the same tomorrow, by the end of the week looks like that fog will be getting a little shallower, it does look warmer 80s and 90s coming back for us in the sacramento san joaquin valley. we keep dealing with a low coming in from the pacific west, that ramps up the fog. then high pressure in the middle of country tries to head back west but it's been trying to do that for the last two months. we have some fog in the coast, but it has no problem getting back out. everybody coast and inland 80 degrees. west south wind or a west wind when it's 27 at travis and southwest at vacaville. any time they get a south wind in this kind of a pattern that's a cool breeze. once the low kicks out, temperatures will gradually start to come up. it's a gradual the warm warm up. breezy to windy and that will be out of the west. drizzl

days until the big deadline. congressional leaders are still struggling to cut a deal to raise the nation's debt limit. republicans and democrats are working on dueling plans as a deadline of august 2 looms over their head. after which the united states could begin to default on its obligations. house speaker john boehner is reported to be working on a plan that includes a short-term expense with spending cuts with another extension and more cuts in about six months. >> there is going to be a two-stage process. it is not physically possible to do all of this in one step. >> but senate majority leader harry reed says boehner's plan is a nonstart ner the senate. reed is working on his own propose thal will raise the debt ceiling by more than $2 trillion through 2012. but spending cuts and no tax increases. the house and the senate have a goal to take up legislation by the end of the week. still work to be done there. >>> big difference from hawaii. that's where lawrence was in the last couple of weeks. >> yes. drizzle and cold. >> did you notice the sunburn? >> no, not are really

towards concord past pleasant hill on 680 southbound and nearly to highway 4 on 242 southbound. big delays in both directions. there is no indication on when planes will be cleared. when the chp issues alert the believe planes will be blocked for 30 or more minutes. this accident is about 30 minutes old now. our other hot spot is a westbound on the bay bridge. traffic is nearly at a standstill. the back of this to the end of the macarthur maze and even the the the approach is battling back up. bear in mind that one hour ago there was no back up on the bay bridge toll plaza. when other bridges are not doing too badly. the golden gate bridge looks to be a good. although it is under fog when southbound. despite the fog it appears that we will have another sunny and warm day ahead. >> here is the view from our roof camera showing you the fog and also sunshine as well. temperatures in the '50s and '60s. the sun will come out this afternoon, mostly sunny and warm with inland spots getting into the low-mid-90s. we're going to continue cooling as we head towards the weekend. let's talk more about
